2025 data highlights state IDD funding trends

Kansas University Center on Developmental Disabilities (KUCDD) has released its 2025 update to the State of the States in Intellectual and Developmental Disabilities (SoS-I/DD) project. The latest report provides comprehensive fiscal year 2022–2023 data on public spending patterns, revenue breakdowns, and service delivery models across states.

The updated “state profiles” now available through the SoS-I/DD platform allow users to examine current expenditures for IDD services by category and funding source. The data reveals detailed allocations between Medicaid and state or local revenues, as well as the proportion of spending directed towards Home and Community Based Services (HCBS) compared to institutional care. Additionally, the profiles offer trend analyses at both national and state levels over the past ten years.

KUCDD has also relaunched its Data Ambassadors initiative, training new participants from across the United States. These ambassadors focus on interpreting and disseminating SoS-I/DD data to support policy development, research, and advocacy efforts. The program aims to enhance capacity for evidence-based arguments concerning funding gaps, service growth, and opportunities for reform, particularly as states navigate post-pandemic budget environments.

The release of updated 2022–2023 data provides stakeholders with a current baseline for state IDD funding post-COVID-19. Understanding shifts in per capita spending, Medicaid’s role, and the balance between community-based and institutional services will inform strategic planning in a competitive funding landscape.
