California launches new Lanterman and Friends hub

Dec 12, 2025

California’s regional center system and Home and Community-Based Services (HCBS) now have a centralized educational tool designed to improve understanding for families, providers, and support staff. The Association of Regional Center Agencies (ARCA), with support from the Department of Developmental Services, introduced LantermanAndFriends.org alongside an extensive YouTube channel featuring brief animated videos.

Streamlined learning for complex systems

The platform aims to demystify California’s developmental services infrastructure. Through clear, concise animations, it explains key elements such as the role of regional centers, eligibility and access pathways, individual program plans, and compliance with the HCBS Final Rule. Content is presented in approximately 20 languages to address the state’s linguistic diversity, enhancing accessibility for non-English-speaking communities.

A tool for providers and families

Lanterman & Friends serves multiple user groups. Families and individuals receiving support gain straightforward guidance on navigating available services, while providers and support personnel can use the materials to improve communication and training. The YouTube library is organized into thematic playlists, including sections dedicated to HCBS requirements like choice of setting and community inclusion, making it a practical resource for ongoing professional development and outreach efforts.

This initiative offers a novel approach to reducing confusion often associated with dense policy documents, providing an efficient knowledge base that supports informed decision-making and compliance within California’s evolving developmental services system.
