Illinois DDD posts 2026 rate tables

The Illinois Department of Human Services (DHS), Division of Developmental Disabilities (DDD), released updated reimbursement rate tables effective January 1, 2026. The updated tables include changes affecting Community Integrated Living Arrangements (CILA) and other home and community based services (HCBS). The DHS DDD rate updates take effect at the start of 2026. The agency’s revised reimbursement rate tables apply to CILA and additional HCBS service lines, with specific wage-related components called out in the update.

Updated DSP wage and fringe components

The revised rate tables set statewide and regional benchmarks for direct support professional (DSP) wage reimbursement within CILA. Key figures included in the update are:

  • Statewide CILA DSP base wage reimbursement rate: $21.30 per hour.

  • Total wage plus fringe statewide: $27.67 per hour.

  • Chicago Metro DSP base wage reimbursement rate: $24.50 per hour.

  • Chicago Metro total wage plus fringe: $31.83 per hour.

In addition to these CILA figures, the rate tables reflect an increase across multiple service lines. Across multiple service lines, DSP wage components increase by $0.80 per hour.

Service lines affected and rate-setting basis

The $0.80 per hour DSP wage component increase applies to CILA, Enhanced Residential Day Programs, and Community Day Services. DHS DDD noted that these updates align with findings from the Guidehouse rate study and subsequent waiver amendments approved by CMS.
