



Texas has begun implementing updates to its Electronic Visit Verification system, marking the start of a statewide shift that will affect personal care, attendant services and several home and community-based programs.
The first phase focuses on claims matching and stricter alignment between EVV data and billed units. Providers should expect increased scrutiny around timestamp accuracy and visit verification. Additional phases are planned for 2026 and will expand requirements across more service codes and programs.
For IDD and HCBS agencies, the early changes mean documentation accuracy will matter more than ever. Incomplete or mismatched EVV records could lead to delayed claims, denials or remediation requirements. Agencies should begin reviewing internal EVV processes, ensure staff training is current and verify that scheduling, documentation and billing systems are fully aligned.
Staying ahead of the changes now will help providers avoid workflow disruptions as Texas continues its broader EVV modernization.
