Indiana advances waiver reset for IDD services

Indiana’s Family and Social Services Administration (FSSA), through its Bureau of Disability Services (BDS), has initiated a comprehensive “Waiver Reset” aimed at reforming the state’s home and community-based services (HCBS) system. This multi-year effort seeks to redefine supports for individuals with intellectual and developmental disabilities (IDD), focusing on person-centered care and equitable access.

Proposed changes impacting waivers

The Waiver Reset involves amendments to several existing programs, including the Family Supports Waiver (FSW) and Community Integration & Habilitation Waiver (CIH). Key proposals now open for public feedback until August 8, 2025, include: - Introduction of a new “Benefits Counseling Service” designed to improve resource navigation. 

  • Consolidation of “Home Modification” with “Home Modification Assessment” to streamline services. 

  • Expansion of self-direction options in select service areas, granting more flexibility to participants and their families. 

  • Implementation of a cap limiting paid caregivers—including relatives and legal guardians—to 40 hours per week per caregiver. 

  • Restriction of certain therapy-based services, such as music and recreational therapies, to a maximum of six hours monthly under some waivers.

This reset represents one of Indiana’s most significant changes to disability support structures in recent years. For agencies delivering IDD services, these revisions may necessitate adjustments in care plans and operational strategies.
