Missouri begins EVV claims soft launch

Missouri MO HealthNet began a soft launch of Electronic Visit Verification (EVV) claims validation effective January 7, 2026. During this period, the state is validating whether claims for EVV-required services align with verified visit information recorded in the EVV Aggregator Solution (EAS). The soft launch is designed to surface discrepancies without immediately denying claims, giving providers time to identify and resolve data issues before hard enforcement begins.

How the soft launch validation works

Under the soft launch approach, claims submitted for EVV-required services are compared against verified visits in the EVV Aggregator Solution (EAS). When a claim does not match the associated verified visit, the claim is not denied during the soft launch period. Instead, Missouri MO HealthNet flags the discrepancy on the Remittance Advice. This allows providers to see where mismatches are occurring and correct issues ahead of full enforcement.

Data elements Missouri is matching

During claims validation, Missouri MO HealthNet is comparing specific data elements between the claim and the verified visit record in EAS. These include:

  • Client ID

  • Date of service

  • Provider ID

  • Procedure codes

  • Units of service

Any mismatch across these elements can trigger a discrepancy flag on the Remittance Advice during the soft launch.

What to expect later in 2026

Missouri MO HealthNet has indicated that hard enforcement, including claim denials, is expected to begin in phases later in 2026. The current soft launch period functions as an early validation window, highlighting where claim and EVV visit data do not align. Providers are encouraged to review flagged Remittance Advice notices and attend state-hosted trainings to support readiness for phased hard enforcement later in 2026.
