The New Jersey Division of Developmental Disabilities (DDD) will transition its fiscal intermediary services from Public Partnerships LLC (PPL) to Acumen Fiscal Agent effective December 7, 2025. This change impacts all self-directed employees (SDEs) and vendors engaged in providing services under the state’s self-directed care programs.

Key deadlines are crucial for providers and participants to ensure continuous reimbursement. The final date for any billable services processed through PPL is December 6, 2025. Following this cutoff, all SDEs and vendors must begin submitting claims and documentation through Acumen starting December 7, 2025.

Enrollment and claims submission requirements

To maintain uninterrupted funding, all involved parties must complete enrollment with Acumen ahead of the transition. Providers and self-directed employees should verify that their service plans accurately reflect the cutoff date with PPL ending December 6 and Acumen starting December 7.

For services rendered on or before the final PPL date, timely submission remains mandatory: SDEs have until January 6, 2026, to report hours to PPL, while vendors must submit invoices by January 14, 2026. Failure to meet these deadlines may delay or compromise reimbursement for completed services.

Operational implications for providers

The shift to Acumen represents more than a change in billing systems; it requires careful planning to avoid disruptions. Agencies and individuals working with New Jersey’s DDD programs must prioritize enrolling with the new fiscal agent and adjusting administrative workflows to reflect the transition timeline.

Providers are encouraged to monitor official DDD communications for updates and detailed enrollment instructions. Early preparation will help reduce administrative delays and ensure service continuity in the evolving Medicaid environment for IDD supports in New Jersey.
