



Wisconsin’s Children’s Long-Term Support (CLTS) Medicaid waiver program has approved Bark Technologies’ online safety software and devices for purchase using waiver funds. The change allows families participating in CLTS to use program funding to access specific Bark products intended to support safer technology use for children and youth.
The approval expands the types of digital safety tools that can be obtained through the waiver, reducing the need for families to cover the full cost out of pocket for eligible items.
Products now eligible under CLTS funding
With the approval in place, families can use CLTS funding for Bark products including the Bark Phone, Bark Watch, Bark Home web filter, and the Bark app. These tools are designed to help children and youth safely access technology while providing caregivers with monitoring and safety alerts.
The decision aligns access to commonly used technology with additional safeguards, particularly for children and youth who may need structured supports when engaging online or using connected devices.
How purchases fit within waiver service categories
Eligible purchases fall under established CLTS service categories, including assistive technology, safety planning, and therapeutic supplies. By placing Bark products within these categories, the waiver can cover tools that support day-to-day safety and technology access in the home and community. This policy approach broadens options for participants who want technology supports that also include caregiver visibility and alerts.
What CLTS is designed to support
The CLTS program is a Medicaid Home and Community-Based Services waiver that supports children and young adults with developmental, physical, or emotional disabilities so they can live at home and participate in their communities. The addition of Bark Technologies’ products reflects a broader shift toward integrating technology access with safety and independence for individuals with disabilities.
